The number of confirmed cases of the coronavirus that causes COVID-19 worldwide edged closer to 26 million on Wednesday, as experts sounded the alarm on the Trump administration’s decision not to work with an international effort to develop and distribute a COVID-19 vaccine that is backed by the World Health Organization.
