North Carolina regulators raise doubt on Duke Energy's plan for $2.3 billion in grid upgrades

Duke Energy Carolinas is asking the N.C. Utilities Commission for a 2.1% overall rate hike over the next two years. Duke Energy Progress is seeking a 7% overall rate hike for the next two years.
