Advisers' initial ranking put Edgemoor's KCI presentation No. 3

The advisers' initial feedback to the terminal developer selection committee ranked the AECOM team No. 1 and the Burns & McDonnell team No. 2. After the Burns & McDonnell and JLL teams were subsequently disqualified, however, the committee faced a choice between AECOM and Edgemoor, and it chose the latter.
