MetroPCS, Leap are top decliners

WASHINGTON (MarketWatch) - Discount mobile carriers MetroPCS Communications Inc. and Leap Wireless International Inc. fell after Goldman Sachs cut their ratings, as most telecommunications declined in Tuesday trading.
