Following the recognition of the “2023 Taiwan Landscape Award” for excellence, the Urban and Rural Development Department of New Taipei City promoted the “Wandering with Wind: An Oasis in Sanchong” landscape renovation project in the Sanchong Administrative Park. Recommended by the Taiwan Institute of Landscape Architects, this project competed in the international “IFLA AAPME Awards 2024” against hundreds of outstanding works from various countries and ultimately won the IFLA “Unbuilt: Analysis and Planning” award. The award ceremony was held on November 15 at the Hilton Singapore Orchard Hotel, bringing New Taipei City’s beauty to the international stage and showcasing its design prowess.

 

"Wandering with Wind: An Oasis in Sanchong" Wins the 2024 IFLA“Unbuilt: Analysis and Planning” Award

Commissioner Huang Guo-Feng of the Urban and Rural Development Department stated that Sanchong’s “Wandering with Wind: An Oasis in Sanchong” is the nation’s first demonstration project to enhance urban resilience and mitigate the heat island effect through “public landscape engineering.” The project transformed public lands on both sides of New Taipei Boulevard in Sanchong, including spaces such as the Sanchong District Office, Sanchong Integrated Sports Campus, New Taipei City Hospital sidewalks, and Zhongshan Art Park. By expanding green spaces, removing walls, and widening sidewalks, the project newly planned three areas: “Urban Forest Plaza,” “Landscape Recreation Area,” and a 1.5-kilometer-long tree-lined sidewalk around New Taipei City Hospital. These spaces provide high-quality outdoor venues for festivals and invigorate urban activities both day and night. The project simultaneously achieves landscape improvement, microclimate adjustment, and revitalization of idle spaces, earning recognition from the international landscape community and winning the IFLA “Unbuilt: Analysis and Planning Category” award this year.

 

Expansion of Tree Pit Spaces for Street Trees at the Sanchong Integrated Sports Campus

The Urban and Rural Development Department explained that during the planning phase, a thorough investigation was conducted into the insufficient growth space for trees and soil compaction. By methods such as enlarging tree pits and improving soil conditions, the growth environment for trees was enhanced. In this project, nearly 50 street trees around the Sanchong District Office and Sanchong Integrated Sports Campus had their tree pits improved. During Typhoon Khanun in October, none of these trees fell, verifying the effectiveness of expanding tree growth spaces, preserving valuable urban green resources, and ensuring the safety of citizens.

 

"Wandering with Wind: An Oasis in Sanchong" Receives the 2024 IFLA “Unbuilt: Analysis and Planning” Award from the International Federation of Landscape Architects

Commissioner Huang Guo-Feng expressed gratitude for the international judges’ recognition of New Taipei City’s urban landscape construction. The city government will continue inventorying public spaces, using densely populated administrative districts such as Sanchong and Banqiao as demonstration sites. With the construction philosophy of “cultivating public sentiment and strengthening resilience,” the city plans urban renovations to make New Taipei City more adaptable to extreme climates like heavy rains and heat island effects, continuously promoting it as a safe, livable, and sustainable city.
